The management of rights and licences plays an important role in the digital economy. However, understanding and safely dealing with these rights is a major challenge, especially for legal laypersons.
For this reason, the Institute for Innovation Systems at St. Pölten University of Applied Sciences is running the DALICC project together with partners from science and industry. This has now been awarded the special prize for Data Understanding by the Internet Foundation (netidee) and also received project funding.
The challenge of rights & licence management
DALICC stands for Data Licenses Clearance Center. It is a software framework that supports software developers, database programmers, legal experts and sales staff in the legally compliant handling of software and data products.
The DALICC framework allows for an automatic and thus time-saving rights clarification during the development of digital products and services and thus contributes to a significant cost reduction in the creation of legal compliance. Project manager Tassilo Pellegrini explains: "Rights clearance is a complex and error-prone process that is usually neglected during development and often only takes place at the end of a product development. With DALICC, we have developed an application that allows us to be up to date on the legal compliance of a product at any time."
DALICC as an open source solution
The DALICC framework currently exists as a Prof of Concept and can be tested online at www.dalicc.net. DALICC is being further developed into a marketable prototype within the framework of netidee funding. In keeping with the open source idea, the framework and its database will be designed as open software and made available to interested developers in the coming weeks. An association for the operation of the open source programme is in preparation, with the aim of providing an organisational framework for the interested community from business and science.
